Default 1991 accord will not start

i have a 1991 honda accord that i bought from a friend, it had been sitting in his yard for about a year so i did the regular maintanence things such as changed oil and filter, fuel filter, air filter, changed power steering belt, spark plugs and wires, rotor button also found out that the transmission control module was bad and i have one on order but havent recieved yet but today i wanted to take it down the road anyways for the first time and i got about 2 miles when i started down a hill and i let off the gas and noticed that the rpms dropped and cut off. tried to restart while in neutral and still moving and it would not start, so i pulled to the side of the road and repeatly tried to start so i checked the end of the fuel rail(its getting fuel), check all spark plug wires to make sure "spark" was leaving the rotor button(got spark). So the only other thing i can think of is that the car may have jumped timing. I know the post is long but im just trying to think of all the details so i get proper feed back....Thanks!
