Default 1991 honda accord problem

so i have a 1991 honda accord. it used to work, but not sure what the problem is. it has a new alternator, and new battery. apparently, whats happening is the car itself, for some reason, is not getting juice from the battery.. i hear it is an electrical problem, but more details would be nice. please help me out, and lmk what it wud cost to fix it.

Will you tell us what happens when you turn the key to start the car?

check your fuses9under hood and inside), follow your battery ground wire, make sure it is intact to the chassis.

Do the interior lights turn on? Does the check engine light do the bulb check?

Do you have a volt meter? Use it to see if the small wire going to the starter gets 12V when you turn the key to start the car.

You want to check that your connections from the battery to the fuse box are ok. If you have a volt meter, you should test for voltage on the red wire from the battery going to the fuse box.

Also, use a 10mm socket to tighten down the clamps of the battery cables on the battery posts. I used a 10mm wrench, and I thought that I got it as tight as possible. The wrench didn't tighten down the whole way to ensure a good connection.
