1997 accord surges!!!!!!WTF?!!??

Default 1997 accord surges!!!!!!WTF?!!??

So this problem has happened a few times and the only correlation i can find between all of the times that this has happened is becuase its very cold. I have a 1997 honda accord lx with the manual tranny and she just rolled 200k a few days ago. When i go to start her up see will idle high obviously to warm up, around 2,000 rpms and then idle down once warm. but sometimes when i start it up the engine surges. it goes all the way up to 3000 rpms then back down to 800 then back up to 3000. Ive done all the regular things that should be done, oil change, spark plugs, wires, cleaned the egr ports. The things is is that it doesnt do it all the time when in its cold. its random! then today, (coldest day of the year so far -45*F with windchill) she started just fine and when i got to school, the car started surging again, but not as bad, it was only surging from 800 to 2000 rpms. its throwing any CELs either. any suggestions would be helpful.

Have the IACV and FITV ever been cleaned/adjusted?

Excellent DIYs for both in the Common DIY sticky. But the pictures are gone for the FITV thread. Good pics here:

Yeah also Check for vaccume leaks that's a common symptom. But the vaccume leak could come from the fitv needing adjusted back in. They come loose and need screwed back in
