it seams like it idles fine while in park or neutral while parked. When i drive if i put it in to neutral it falls to 1k then goes up to about 1.6-1.7 then very slowly falls down to 1 in about a minute or two

I should note the timing belt was just replace by a mechanic, as well as the idle air control valve.

Does any body no the correct denso part # for the IACV on a 99 acord vtech?

I have checked for air in the system and it doesn't seam to have any

Beginning to sound like the new IACV was bad out of the box. But you still want to rule out any other possibilities. That's why it's important to chase down vacuum leaks.

What about the EVAP purge valve (#8 in the picture)? Plug that vacuum hose. The EVAP purge valve should be closed under most circumstances, but if it's stuck open it can be the vacuum leak.

If you have an automatic transmission, another possibility is the vacuum-operated rear engine mount. If it's torn or leaking vacuum, that might be your vacuum leak.

Ive checked the evap purge valve it is good. I have checked the mount on the transmission for leakage I applied a vacuum to it and no change in pressure at high vacuum. I'm replacing the fuel regulator as well ordered one figure it can't hurt, I didn't have a fuel pressure gauge to test the pressure.

Good catch. That throttle stop screw is only supposed to just prevent the throttle plate from wedging stuck closed. I bet someone once used it to adjust the idle.
