2000 Honda Accord AC Problems

Default 2000 Honda Accord AC Problems
I have a 2000 Accord - Compressor will not come on , The System is fully charged , AC Cooling Fan Comes on and Control Panel is OK. No Power to AC
Relay - Any idea anyone - If i feed fused power to Compressor it comes on. Could the ECU not sending Signal ?????

The relay should have 4 wires. Which wires do not have 12V?
