2002 honda accord code p0420- fuse box issue?

Default 2002 honda accord code p0420- fuse box issue?

I have an 02 accord SE that has been throwing a p0420. The CEL will intermittently turn itself off and on, I've noticed a definite difference in power when the light is off vs. on. I decided to try and rule out any electrical issues before dropping on a new CAT because i am poor

Details:
-code reader said my STFT bank 1s at -9.4%, LTFT bank 1 at -3.9%.
-I tested the female (engine) side of the o2 sensor and got 20.8 ohms resistance-No voltage/open circuit on the male harness side.

I then checked the engine compartment fuse box and found exposed wiring on the connection to what I'm pretty sure is the ELD :

Could this be the issue?

EDIT: checked fuse 6 in the driver's side fuse box and it's fine
EDIT: I am apparently blind that isn't an exposed wire :|

P0420 is set because the O2 sensor in the converter is not sending the correct signal to the engine computer. The cause can be a bad catalytic converter, but the sensor/wiring or an exhaust leak could be the root cause.

Any chance you can get a voltage reading from your scanner for bank1sensor2? Is this a 4-cyl or V6 engine?
