2003 accord electrical issues

The dial gets set to DCV 20 (yellow). Black lead goes into COM. I can't see the label on the bottom. Can you post another pic?

That is an "Innova 3306" tester, I can get to an online manual as to how to use is but there are not any good pictures of the three "plugs" at the bottom.

Black into the "com" port, red into the "V" port.

Yes. Now I can see the "V" symbol with red & yellow background next to that socket. I thought that was it, but just didn't want to say the wrong thing yesterday.

I bought a new battery and alternator was only at 11.3

Then it sounds like an alternator problem.

Just to be sure, take your meter & measure someone else's car. Seems unlikely that the meter is that far off, but its easy to check ???
