2004 Honda Accord

There are two sides of the circuit at the bulb you should check, 12V and ground.

Take a volt meter, unplug bulb. One pin on the bulb socket should have continuity to ground (~zero ohms) and is usually a black wire. The other pin should switch from 12V to zero when the turn signal is on. Touch one lead of the probe to the bulb pin, and touch the other pin to the engine block (ground).

I totally agree with Scott Shure's diagnosis of of the left turn signal/ hazzard lamps (front and back) failure to work. If the hazzard fuse (15 amp) is blown, then neither the left nor right side lamps will flash when energized. If that's the case, replace the fuse. But this is not the failure condition described here (left side does not work and right side works properly). I think the most likely problem relates to the flasher unit (one side has failed). Now the question is, where is the flasher part located in the vehicle? I would guess it is probably a plug-in part similar to a relay, but it is not included in either of the two fuse boxes (under-hood or interior) from what I can tell from reading the Honda Owner's Manual.

We just need a little more help here. Thanks.
Next day: My problen was corrected when I replaced the flasher, which is really a dual relay part (separate left and right side inputs and outputs). The Honda P/N is 38300SDBA03 for the 2004 Acord EX, 2.4L vehicle manufactured in the US. The relay part cost about $20 (Honda dealer) and is physically located next to the interior fuse box on the driver's side.

Hello James,
I think have the same problem with my Honda Accord, 2004. The Right side indicators and even the dashboard indicator for indicating the right side indicators side is not working. However the left side is working correctly. Even using the Hazzard it is the same issue. Left sides lights flash and the Right sides don't flash.

I took it to Pepboys and they inspected it for $35.00 and they didn't have the flash relay part and have to order it. Hopefully they don't say a different story after getting the part.

Replacing the part is $70.00 in the store.

I was planning to do it myself. Looked for the part, I did see a small black box just below the Driving wheel on the left side above the hood lever. Is this the part? The part is black and has small holes when seen. If you have a picture, can you post it.

How do we remove it from the car to put the new part. Tried pulling it out with hand, the case completely was moving. Didn't want to spoil the case which is holding the part. If you can give your simple steps, how you did it, will be helpful.

I have to go to the dealer and order it as he didn't have it, meanwhile wanted to check if I can remove the part and when received can replace it. If not have to go to Pep Boys which I am trying to avoid.

The turn signal hazard relay is located in the driver side under dash fuse relay box. To replace, just pull it out. Look like there are two plastic locking tabs that you might have to press too while pulling it out.

Thanks for your quick reply. I will try it out, when initially tried the part was very tight in the casing and was hard to pull, didn't want to disturb the casing. I will try to press the locking tabs while pulling. Any more easy steps are welcome.
