Question Is This The Box You Were In ?

Is the image with #4 the one you were taking out to see if it stopped buzzing?

Was the $21 switch you replaced the relay or did you replace something else?

I don't have a wiring diagram for the 07 accord. I think that the multiplex control unit is involved with the turn signal/hazard system.

How many pins are on the hazard relay? Do you have a volt meter?

Your relay is not as simple as the ones in my car. With that many pins, I am assuming the multiplex unit is involved with the turn signals/hazard lights. I don't know all the inputs, so I can't give you a definitive answer or test.

If you know what the proper input/output for each pin on the fuse box, you can use your volt meter to see what pin is not responding properly when you first turn the key. Then you can have an idea of what is causing the problem.

Another option is to unplug the turn signal switch with the buzzing relay plugged in. If the buzz remains when you turn the key, then you can rule that out. Do the same for the hazard switch.
