Default 2009 Accord Driver's and Passenger's Power Windows and Locks Not Working

I have a 2009 Honda Accord and my driver's and passenger's side power windows and door locks do not work. I checked the driver's and passenger's power window and lock fuses and all are fine. The windows in the rear work fine at their doors but not at the driver's controls. Any solutions to these problems is appreciated.

4 or 6 cyl?

In the pass side under dash fuse box with key on, check both sides of #10 and the #13 fuse socket. One side should have voltage to ground, does it?
