2012 accord passenger side high beam stays on when car is off?
Also, what trim level is your Accord? Does it have automatic lighting?

The right high beam control circuit is part of the passenger side multiplex integrated control unit (micu). There may be a short in a component inside the micu (the micu is incorporated as part of the fuse box).
Try a battery cable reset to see if it changes anything with the micu. Disconnect the negative cable (disconnect negative first) and then positive cable. Then connect them together with a jumper wire for 15 minutes. -- Do not touch the battery terminals. You'll need the radio's anti-theft code afterward. See the attached Honda Service News excerpt, which has a variation of the battery cable reset which requires turning the ignition on and off; but, only requires 10 minutes. The 15 minute reset doesn't require turning the ignition ON, etc.
