It's because they shut down the refineries, to prevent damage. Once the weather clears up, they'll be back to running like normal.
I've seen it go up 15 or 20 cents in a single day for no reason at all, and then wait a week for it to return to what it was. Never figured out why it went up either, other than because they can.
