88 LXI Radiator fans stay on

Default 88 LXI Radiator fans stay on

I have an 88 LXI with 277,000 with A/C that has been in storage (inside) for the last 1.5 years as it had an oil leak when parked. I fixed the leak ( oil pump) and now both radiator fans run all the time. The engine is stone cold when the fans run. I did some research on this site and looked at both sensors. I went so far as to disconnect the sensors while the car is running and both fans still run. When I turn off the engine the cooling fan stops but the cond fan still runs. The only way to stop the cond fan it is to disconnect the battery cable. When I reconnect the cable the cond fan remains off until I start the car again. Any ideas??? Thank you in advance.

Reach under the passenger front seat and unplug the fan timer unit......See if any thing changes
