Without power or a belt, the compressor pulley should just spin freely. But the hub of the pulley won't spin with it.
If there's a way to grab the hub of the pulley, that will spin the compressor. See if it turns. Some resistance from the compressor turning but you should be able to turn it if you can grab something. Usually there's something there you can grab, but I'm not real familiar with that compressor.
Or look for a single wire coming from the clutch. Apply battery-voltage to that wire, maybe a jumper from the battery. That will engage the clutch so the pulley will be locked to its own hub and you can spin the compressor by spinning the pulley.
Let us know how each of these works out.
