Default 91 Honda Accord low idle w/ ac on 400-500 rpms

So I will post this in the correct spot this time

There,I picked up a 91 Accord LX, I'll start with my problem my car runs fine, smooth without the ac on about 750-800 RPMs, then when i turn the AC on the idle drops down to about 500 RPMs and barely runs at all, just wondering if anybody hads any advice or tipsI have done some work to the car since im austin tx and need it to pass inspection and here is a list of things i have done:-Tune up(plugs, wires, pcv, new intake, new intake gaskets, cleaned the EGR valve and passages, cap, and rotor, o2 sensor)-new cat converter-Valve cover gasket-oil pan gasket-timing belts and water pump-new motor mounts including rear-Air boost valve block off-Fast idle valve tightend up

And here is my update, I took the throttle body off along with the IACV and the Fast idle valve, and cleaned all three up nice and good, got everything back together and same thing is still happening. I tapped the IACV to see if the idle would change with the a/c on and nothing, I'm stumped

I think that the air boost valve is responsible for adjusting the idle when the a/c is turned on.

Why did you block it off?

Update
Unblock the air boost valve, problem still there
I did have a problem with the new rear motor mount on the car, the vacuum diaphragm came off so I glued it back on so I'm not sure if the glue got in the diaphragm

IACV boost idle by increasing air flow just ahead of AC compressor engaging. If this is not happening, the IACV may be faulty. The Check Engine Light should be on and code set for an electrical fault.

However, the IACV movement may be stuck closed due to dirt/grime and not opening/closing. I would suggest removing IACV and checking w/ direct 12V application and cleaning/replacing as necessary to obtain function for the IACV.

good luck
