Default '91 seatbelt alert chime...and turn signals

Hey guys...my auto seatbelt alert will not stop flashing or chiming. I'd just like to stop it from chiming so I'm looking for something to unplug, et cetera.

I've read a little bit about a black box under the ashtray area, but I wanted a little more info before I tore into it. Could someone give me a little more detail about how to "quick-fix" this noise and flash on the dash?

Also, my turn signals will not flash on the outside of the vehicle, but it does tic and flash on the dash...the right one anyway. Any thoughts on how to get started with these?

Also....there's a **** apparently missing on the dash, to the right of the steering wheel and the immediate left of the center vents...it's missing whatever showed what it did, any ideas? I'll try to get a decent-working camera in order and snap some photos.

EDIT: I think the **** is the dimmer control for the interior lights.

I'll bet the missing piece is the hazzard switch....which answers the turn signal question.

I think it's the dimmer control for the interior lights...it's missing this plate over it. Sorry for the huge pic.....also, what is supposed to happen when I push this button in instead of just twisting it? Nothing works of course:

The dimmer switch is spring loaded, so pushing it in, should allow it to pop out. Then you adjust the brightness by turning the ****, then you push it in.

If you push in the hazard switch, do the hazard light work?

Does the 91 accord have seat belts with an electric motor for the shoulder part, or are they the normal seat belt?

I'll have to try the hazards in the morning when I get back out there.

It has the seatbelts with the tracks to slide back and forth on, but I doubt any of it works since they don't move at all. I would assume it's electric.

Well...miraculously, the turn signals started working today. Still no luck with the seatbelt chime...I tried unplugging the box under the passenger seat but it didn't change anything.

I think, think the "chime" is under the dash panel - panel below steer wheel.

Check under the seat where the buckel is mounted to the body of the car....are there are a set of wires coming out? I'm guessing the switch inside has gone bad, some have cleaned it with luck.
