Default 94 accord horn wiring issue

I just got an old '94 accord. It didn't pass inspection because the horn doesn't work. I noticed the horn was disconnected. I connected the horn wires to the horns, and it still didn't work. I turned the headlights off and the horn blasted. Somehow, the wiring is messed up because the horn blows when the headlights are off. What in the world? Its really weird. Any ideas about what is wrong?

Do you have a volt meter? One of the wires going to the horn should get 12V when you press the horn button in the car.

Does your cruise control work?

The previous owner said that he couldn't get the cruise control to work but I haven't tried it yet. I can't drive the car right now because it isn't registered yet but I will try to check the cruise control ASAP. I'm pretty sure it doesn't work though. As soon as I got the car, the speedometer stopped working. The previous owner said that it had been working just fine before. if I had a voltage meter, how would I check the horn?

Unplug the electrical connector to the horn. The non-black wire going to the horn should have 12V when the horn is pressed. Use a bare metal bolt as the ground side when using your volt meter.
