so i decided i am going to return the Dorman cylinder and get a Wagner to see if i got a defective unit. i also recorded a video of me actuating the pedal because it seems like it makes a lot of pneumatic noise. does this seem normal to anyone? its probably just air being let into the booster but i figured i would ask. i never noticed the noise before

Sounds normal - I think you're just paying attention listening to it where normally it's covered up by other sounds like the engine & ventilation etc.
