95 Accord - Issues
My car 1995 accord 2.2 v tec does the same thing.
Sometimes it runs great but u stop on a light and it starts with no power again, doing the whistle/vaccume sound
If i start driving the car withoiut leting it warm it runs great but when i stop and put it un parking it starts idlle up and down.
after the car is warm just sometimes runs good and u can feel it when u press down the acelerator
the rest of the time it takes to mouch to go from 0-60 cuz is like not having power.

My car is the same thing...... I tried eveything under the sun. For the first half hour it ran great then ran bad and lost alot of power.. A new fuel filter fixed everything for me. Try that and post back if it helps. But beware the incredible hulk tightened you line fittings at the factory and u also need crows foot sockets to do this project....... Fuel filter is always good maintance for your car even if it dont fix it. But that did the trick for mine after about 2k worth of brand new motor parts it was a 14$ filter :/

"Jumps" during idle?? You mean the idle surges up & down in RPM?
Set the base idle (see this thread).

If the idle had been improperly adjusted in an attempt to "fix" the fuel filter & tune-up stuff, you will now have to re-set it properly - now that you've fixed the other things.
If it still misfires, you're gonna want to adjust the base idle AGAIN after you fix that.

Could be a bad ignitor (ignition control module) & some places like AutoZone can test em. You can measure resistance on your coil but I don't remember the proper resistance values.
With the engine completely cold, and total darkness (say 3:00am) open the hood & turn off all the lights. Start the engine & watch the distributor cap & plug wires. Any arcing (visible blue glow) means bad insulation.

Well, it's all 3 things, because they test different types of failure.
For example a coil can have incorrect resistance (failed) yet it's insulation can still be good. The arcing-in-the-dark test is for failed insulation, not as a substitute for the other testing.
