I'm thinking there is something stuck at the hinge of the wiper hands. It probably prevents the hands from moving freely up to a degree, so when on "fast" mode, the hands move fast enough to break out of that something and "go wild".
Examine it carefully. Take a picture of it and share with us.

Lift the wipers up off the glass, then try to turn them. I'm guessing the linkage is loose, allowing them to move more or less than they're suppsed to.
It's possible the arm is loose on it's tapered shaft. In that case, position the arm in it's parked position & tighten the nut down.
Otherwise, you're probably missing a bushing in the assembly of pushrods & cranks down under the cowling.
