The tiny bulbs can be replaced and are available. However, you have to pull the instrument panel (not difficult) to access and repair. Some simply move the D1 bulb (almost never used) to the D4 position. D4 light has added function of indicating a transmission fault code is present, so its good to have working. Although w/ OBD2, you don't really need this function.

I reread your original post and was slightly confused. If D4 light is going on/off, then replacing bulb or moving D1 bulb is unlikely to fix. If it went off and stayed off, D4 is likely bad and can be fixed w/ replacement.
No need to pull a fuse. Most of dash is cold when keyswitch is OFF in any case.
Yes, w/ OBD2 the trans codes all set Pnnn codes. P0700 is apparently set when any trans code is present.
