Let's start with the basics here...code p0171 means that the computer is seeing too much air and not enough gas, when it reads the o2 sensors. How many miles on the car? Is the maintenance up to date, especiallythefuel filter (if it has one)? How's the drivability right now -- is the motor running rough, misfiring, stalling, etc?Does it rev up smoothly?
I forget if in 98 accord uses a MAF or MAP system..someone refresh my memory. Either which way, some common things that cause p0171: clogged fuel filter, clogged injectors or injector stuck shut, bad o2 sensors (and bad o2 sensor grounds), or a bad/dirty MAF. can also be caused bya fuel pump thats not delivering enough volume. (you would most likely notice this, it would not rev up well.) If you're over 100,000 miles, changing out your O2 sensors is a good idea.

Depending on which ofthe 3 available engines, it probablyuses a MAP system. Possibly the ULEV engine uses both sensors, but I think the MAP is primary.
The'98 doesn't have a normal fuel filter. Just a mesh screen at the pump inlet inside the tank. It's not replaced on a normal schedule.
Also... remember that the O2 sensor can only measure O2. Misfiring will result in excess oxygen along with excess unburned fuel. Only the oxygen will be measured, not the fuel.
