Default 98 accord - climate control fan works only on max (4)

My fan for A/C, Heat does not work at all when the **** is turned to 1,2or3, It only kicks on when it's set to full blast (4).
Just prior to this problem I did smell a little bit of a 'burning' odor inside the car.
Any help greatly appreciated.

Blower speed resistor pack is probably fried. Its #7 somewhere on the bottom of the blower housing.

+1 for resistor. I had this problem on 2 Maxima's that I had. On both I just re-soldered the resistor. It solved the problem on one car but the other one came back a few months later. I am not sure how much the part is so it may not be worth your time to mess with it if it is not expensive to replace.

Thanks for the info... I order the item, I think about $25.
Where is the blower housing? from what I've read should be somewhere on the passenger side, down under...

I never had to do that on my 98, but the air intake starts from just forward of the glovebox. Ever change your cabin air filters? Remove the panel underneath the glovebox. Probably dont have to remove the glovebox itself.

Follow the air duct towards the center of the car & look for the round blower housing. I dont know whether you need to remove the inboard kick panels.
