Accord factory wheels oxidizing?

Default Accord factory wheels oxidizing?
Anyone else have what looks like dried soap on their wheels. I believe it's the powdercoat rubbed off and the aluminum oxidizing. Has anyone found a fix or a cleanupfor this?
