Default Auto Shut Off Headlights (Sort of) Not Working

Hey everyone, got a 2001 Honda Accord, EX-V6 Coupe. Have had it for a couple of years now, and every now and then I like to take a look at the owner's manual. It was there that I found out my car has an automatic lighting off feature that will should turn off the headlights, turn signal running lights, tail lights, and rear side marker lights within 15 seconds of the key being removed and the door shutting.
However, all of this works except the headlights. Everything else will turn off as expected, but the headlights will remain on.

Anybody else have this problem? Or if anyone has any clues on how to fix it, help would be greatly appreciated!
