automatic transmission fluid change

Default automatic transmission fluid change
I looked at my 2009 Honda Accord and found that the automatic transmission fluid plug is shield by the piece of plastic, therefore I have no way of reaching the plug unless I cut open the hard plastic.

Is this designed to prevent DIY by the manufacture?
