Broken Panel?..I think?

Default Broken Panel?..I think?

Ok i don't know whats its called exactly but I have an '02 4dr and the panel under the steering wheel has come off on the right side. It's the plastic panel that's covering all the wires under the steering wheel. Can any one tell me what this is called and how i can put the right side back so it won't be hanging?

It is called COVER ASSY., INSTRUMENT DRIVER(LOWER) according to majestichonda.com

My 95 snaps into place, but it looks like yours has screws holding it in there. Go to majestic hondas site and enter you car's info on there. It is under instrument panel garnish. Check out the parts blowup for your accord.

Well I took a better look at it today and it looks like someone broke it off where it's suppose to clip. Here are some pics. Now WTF AM I SUPPOSE TO DO?!
