There is a self-locking bolt at top of the damper fork that locks base of strut to fork. Is that the bolt? It threads into fork and removes from rear. If truly frozen, suggest heating w/ propane or acetylene torch and applying an air impact. There may be access on front side to spray some penetrant on the end of the bolt where it threads into fork. If it twists off, you will need to locate a used fork. Heat works wonders.

If you mean the lower flange bolt that connect fork to lower arm, you may need to hold nut while turning bolt head. Here if truly frozen or cross-threaded, you can grind off the bolt head and drive the bolt out.

good luck
