Car won't turn over... possible reasons?

Hello, 2001 Honda Accord EX would not start today. The starter was replaced less than a year ago. It was trying to turn over normally. It didn't go "click, click, click...." I did notice too that the distributor was getting a spark. I tried jumping it but that didn't help.
Am I looking at a bad fuel pump possibly or maybe an alternator? For what it's worth, it was real rainy and windy outside today. If anyone has any possible suggestions as to what may be wrong, I'd like to hear them.

So the starter was spinning the engine? Too slow? Normal speed for cranking?
If the starter WAS spinning the engine, then you're looking at either lack of fuel or lack of spark.
Turn the key ON & don't immediately turn to START. Listen for the fuel pump to run for 2 seconds then stop.
While cranking, use a timing light to check for spark.
