I don't even start without a complete set of new nuts & bolts. They ALWAYS break. So I've given up trying to loosen them with penetrant. If I can get a socket on, it just twist until the bolts break. Often a sawzall is easier.

Knowing you already have a new set of nuts & bolts = priceless.
