Default check engine light on code is p1491

Hello my check engine light came on. I pulled the code p1491 (using innova code reader). The booklet interprets this as "egr valve lift insufficient detected" . Can anyone tell me what this means, what I should be looking at, which component needs attention, replacement etc? Thanks in advance

P1491 is EGR valve insufficient lift. This means ECM commanded EGR valve movement and detected insufficient movement. It can be a failed EGR valve movement, vacuum supply fault, vacuum switching valve fault, or faulty lift sensor. Usual reasons are loss of vacuum through damaged/missing vacuum lines or faulty vacuum switch valve.

There is a long diagnostic to run this to ground. I did not have the obd2 procedure for this model but did have equivalent Obd1 procedure (attached) from 1994 manual.

good luck
