Default P1491 Twice & Studdering/Shaking

99 Accord EX Coupe

P1491 fault code twice.

P1491 = P1491 EGR Valve Lift Insufficient Detected

I've changed the EGR Valve. I've cleaned both sides of the port on the throttle body side and the EGR Valve side. The throttle body side was completely clogged. I cleaned it as far down in as I could on both ends, but I haven't ran something like a coathangar all the way through. Is there something else I can clean or change to fix this?

As for the studdering or shaking that I mentioned in a previous post, there is Service Bulletin from the link that HondaDude posted under the DIY'er post. Great link, thanks. It stated that it was the torque converter causing this, and after reading this and driving the car I believe that it is the torque converter causing it.
