Exclamation EGR Valve Sticking? CEL w/P1491

I have a 1999 Accord w/F23A1 and 5spd. My CEL came on to display a P1491 code. I removed the EGR valve and used jumper wires on terminals 4 & 6 to check its operation. It clicks every time, but doesn't sound like it's fully opening. Very intermittently can I get the valve to actually open with the jumper wires. Normally, I would just replace the valve in this situation, but there are two things stopping me: 1)it's $100+ 2)all the threads in this forum regarding this issue are rediculously confusing and I'm not sure if I should be looking at something else, but I would think my test proves that the valve/solenoid itself has failed. The car has 238k miles with the original valve in it. What's everyone's opinion/advice?

If solenoid partially moves I would try soaking the pintle and shaft w/ carb cleaner to hopefully enable full motion.
