Default cold air intakes

Hello all,
Do the cold air intakes work well in cold climates such as Michigan's where it can be between 0 and 10 degrees in the winter (my car is a daily driver)? How about when it rains to beat the band? Do they suck in water and decrease performance or kill the motor? And which ones perform the best? Any tech articles to read?
Any info would be helpful.
David
