Cold bucking EGR?
More than two wires to the EGR valve suggest there is a solenoid and a lift sensor. Solenoids are usually strictly open or closed, nothing in between. So value of a lift sensor is reduced. I seriously doubt this is a proportional solenoid. You need some manual to know what type of valve you have.
I agree that replacing the EGR valve should not be performed till you get better information to determine a diagnosis.
EGR is controlled by ECU and uses several sensors; engine coolant temp, manifold absolute pressure, throttle position, rpm, and perhaps others. W/ later models the EGR may be more sophisticated than previous vacuum actuated EGR valves.
That download is a big gulp at 250 mb. You will need a broadband link, and some time at that.

Been there. Unless I have gone blind, I see no 1998 - 2002 accord service manual. I down loaded a zipped file that 1990-200 esm CD ISO. Have no idea what files these are as they dont open up. I will try that 758 meg file I guess, Might take a while.
I used Nero to burn the .iso file. I don't think that you should use windows to save the file onto a CD. I'm sure a google search on installing an iso file will pull up a ton of info.
Ok. I am assuming that you have windows XP. I am not sure how this would work on Vista.
When you put the CD in your computer, it should go through an installation. When it is finished, you have to open that program. If you go to start, all programs, honda ESM folder. The 1998 file is in there.
