Default control arm bushings bad?

Is this control arm bushing bad. It has little crack on left side or its just the normal wear out. yesterday i took my tires out to paint my calipers then put them back at same spot. but now my steering wheel seems to wobble little bit more then before mostly while turing at slow speeds less then 60 km/h. Bushing on both side are worn equally and i feel like something is moving or hitting in front of my car as i go on bumpy road. Could this all mean that bushing are bad or it could be something else.
