Default Crossed wires on O2 sensor code PO141

2002 Accord EX. 2.3
I had my catalytic converter stolen, the o2 sensor wires were ripped bare, touching one another.
I replaced the cat ,$300. I replaced the o2 sensor,$55.
Now I clear the code, within 15 seconds the check engine light comes on. Fault on o2 sensor code PO141
I believe the bare wires must have shorted the control module.....Would I be right?
I've checked the 15 amp fuse...it's just fine.
Is there anything else I should be concerned with?

Here's the troubleshooting chart for that...

I would be concerned that maybe they yanked on the sensor wires before cutting them, pulling something apart in another connector.

Which engine do you have? Notice the differences for the SULEV engine (F23A4).

Default So embarrassing.....

Thank you for the process....I was really regretting having to access the pcm, 62 years of age brings pain just thinking about it.
low and behold.....step one revealed my problem,
Technicians error ! The O2 sensor plug was not fully seated, what a relief !
plugged in firmly....clear the pcm...code po141 is gone. I had no previous problem with this car prior to the catalytic converter being stolen. 91000 miles and running like new. I love my 2002 Accord
wish me luck, time to have the obd run it's diagnostics.
