When i wind down my windows they do not clear any water or condensation that is on the outside of glass.

Will replacing the external seal fix this problem? Is it just a simple case of rip the old one off and slot the new ones on?

Is the rubber deteriorated on those seals? If not, then new ones probably will be the same. Maybe the window tracks are positioned incorrectly so the window doesn't touch the seals?
