I think I had the same problem, and it was because the egr solenoid (right hand side of the bay, next to the abs pump or whatever it is) was unplugged.

Did your replacement EGR valve have an electrical connector for the lift sensor harness to connect? If yes, I would suspect a defective part. The EGR valve rarely fails, so you might try re-installing old EGR valve.

You can check the EGR valve for function by sucking on actuator diaphragm and verifying valve movement. If you have a hand vacuum pump it may be "cleaner".

Similarly you can blow and verify it is sealing when normally closed.

good luck

i didnt install the new egr valve, maybe if i took it off and made sure the connections were good, where does the lift sensor harness connect at?

The "lift" is on the actual EGR valve - but as suggested it could be something else. Meaning the ecu is looking for a "lift" reading from the egr valve at certain times - if a solenoid is not working and never sending vac to the valve....well you get no lift and the code will set.

Start with the valve - if that checks out there are more things we can test.
