Default Emissions Testing

I live in Georgia, and I'm wondering what is legal in my state. For example, I know that K&N filters are CARB exempt here, and I read another topic saying that headers are not legal. Anyone know what's legal or illegal as far as modding your car goes? What makes something "legal" or "illegal?"

Also, what penalties are there if your car doesn't pass emissions testing, besides not getting that sticker that goes on the license plate?

New question: Suppose I sap on a custom intake and filter (ie K&N) and a new cat-back exhaust. Am I still emissions legal? Does anyone know what they test for and stuff? Cause my friend has a header-back exhaust, which is evidently illegal. Insight please?

you are probably better off calling the local motor vehicle depart and find out from them,, that way there is no mistakes on what is legal and what is not

unless you live in the ATL area im not aware of emissions testing in GA. i live just over line in chattanooga and we have emisions testing. the two times i have went they didn't even open the hood.

I do live in the Atlanta area. Do you know the laws for emissions? Last time, I think they popped the hood and attached a wire to a computer to something in my bay. Any ideas?
