Engine at 1/3 power just after start-up but only for 15 sec.

I have an 89' Accord LX-i (fuel injected) with 180K on the ODO. For a while now I have been dealing with an intermittent problem that is becoming more frequent. Every once and a while when the car is either sitting in the sun all day or if I drive it again 10-20 minutes after parking it (like if I had to run into a store for a few minutes) I run into this problem; The car starts fine, idles normal, and runs normal for about 15 seconds. Then, for no apparent reason the engine seems to loose most of its power and struggles to get above 2000 RPM (in any gear or neutral) for about 15 seconds regardless how much gas I give it. Then it will come back to life and drive like normal all day long and the problem won’t repeat itself for days or even a week or so (and has been even less frequent now that it is cold here).
I have done a full tune up and full exhaust system on it less then 10K miles ago. Any ideas what may be the cause? I thought it may be a vapor lock and even got a new gas cap but it still happens regardless of the gas level so I am guessing it may be something else.
