Default Engine sounds like it's supercharged?!

I have a 95 EX with the F22B1. It has 180,000 miles almost. The PO said the timing belt broke before I got the car and he replaced it. I get a supercharged or timing gear whine, more rpm the louder it gets. He said the new belt is rubbing the cover. Could this very well be? I've had the car about 600 miles and it's been great.

Also, with the miles should I be worried taking it about 3hrs one way trip this weekend?

If the sound is coming from the frt of the engine-belt end then I would agree the timing belt "idler" is in play. To confirm, remove the drive belts and start the car and see if the sound is still there.

Most of the time if there is a belt rub on the t-belt cover it is the drive belts (Alt, I think) and that is usually from the seal/washer of the idler tensioner bolt- where it pokes out of the cover.

Ok, I need to get this sound fixed. This weekend I'll pull the belts and see if it still whines, if so I'll pull the cover and find this "idler pulley". How hard to change this thing? Any special tools to do this?

also you def do not want to keep driving it
If / when the idler pulley seizes it will brake the timing belt which 9/10 times causes valve damage

Ok, Napa said I could only buy the kit with the belt and pulley for $125 plus tax. Oreilly's said they are only showing a "Tensioner Pulley" that keeps tension on the belt and is adjustable to tighten the belt. It's $39 plus tax. Is this the part I need? They have a picture and said it shows it. I'd have to go by to see it. I need my gas sipper 28mpg average car going again. Also, how many hours to change this and how hard? What tools are used? Need this fixed asap.

Ok, valve cover pulled and belts off. I still hear it whining. I started it and it's really loud and is indeed in the timing belt somewhere. Also if I can explain this correct, after I pull the cover and pull the top timing cover back I see the inner covers melted so it is rubbing the cam pulley. Seems pretty brittle where it's been hot. Also, there's oil inside this area, why would that be? Should he belt stay dry? The belt appear to be dry but there's some oil spatter.

Ok, I'm ordering crank and cam seals and the Tensioner Pulley. I'll be swapping them Sunday.
