Default engine surges when braking

Hi, my car is a 1999 Honda Accord Ex sedan with a 4 cylinder engine. It has 133k miles on it. The car runs fine except for the fact that the engine surges when the car comes to a stop. The harder the brakes are applied, the more likely the engine will surge. However, if the brakes are applied gently, and the car stops slowly, then the engine is less likely to surge. The surge is not great, perhaps 100 rpms. I've cleaned the throttle body and valve plate to get rid of a sticky pedal and thought that it may also solve the surging, but to no avail. Does anyone have a similar problem or maybe a solution to my problem?

Check your brake booster vaccum line to start off with.
