Front License Plate help

I would avoid drilling holes. If you ever don't need the front plate anymore, the Honda plate holder will leave you with a nice bumper with no visible holes in it. You would have to go into PepBoys, and ask for something that will not mount as easily as the factory plate mount. The dealership will have the exact part that you need, and easier installation.

So the dealer gave me everything on the list except for the screws. When I searched their online store that part number said it didn't exist, at least at theirs. So my friend sent me to Lowe's to get some screws. I wanted to attach a pic of them just to make sure they won't destroy the base or anything before he puts them in. So are these sufficient?

The screws in your picture have countersunk screw heads (angled/tapered near the screw head), you probably don't want to use those.
The Honda ones are metric M6 x 16mm. But, standard (inches) should work fine as the screws would bite into the plastic. Bring your license plate with you can just find one that will fit the holes, and don't get them too long (3/4" is probably okay).
The dealer should have been able to easily find you the screws. As an alternative, you can go back to pick them up, they should have plenty in stock.
I've attached a picture of some different Honda front license plate screws, they are relatively the same in dimensions though. Notice that they are not countersunk (angled).
