Default gauge cluster strange behavior

My gauge cluster light are all over the place, not literally, but when I turn on my headlights, the light behind the ohmmeter goes off. The back lights no longer come on.

This is before and after replacing all the bulbs at a Honda Parts counter. I brought the cluster in and verified each bulb and replaced as needed.

Any help would be nice.

Strange things like that can be caused by ground-wires not making good contact.
