Hack job on Vtec! Wtf am I looking at?
I haven't had the car very long but today, I noticed something weird, what looks like a ground cable being ran directly to the vtec solenoid, I removed it and she ran normal, was able to rev well past 7k.
Not knowing why the wiring was like this, I put it back and left it as is considering I didn't have any problems with it like that.
After searching and being an annoying friend, I was unable to find out wtf the previous owners did to this vtec setup. I will update the post with the pics in the morning.

The VTEC solenoid is just about the only thing on the car that has ONLY ONE wire (the +energized wire). It's self-grounded through it's mounting bolts where it is bolted to the engine.
So... if a previous owner had oil-leak problems, he may have gooped it up with RTV or something, and then needed to provide an external ground wire.

Sorry, I lost track of the thread, I will update with pics as soon as I get home, my vtec is functioning, I'm guessing that the harness is wired properly, aside from some CEL codes, it's all good, just odd.

Motor - F22b1 vtec 5 speed M/T
I'm pretty sure it's a swap given the splicing on the harness, besides that, I'm unsure of whether Honda provided this model, year and DX option with a M/T vtec motor.

I've uploaded the pics to the original post.
