Help car wont start!
A code 15 means that there is a problem with the ignition control module. Check the wiring for damage.
Make sure that you have the wires hooked up to the correct pins. See the link I posted in the Online Manuals thread in the DIY section. That site has a 94 shop manual that you can download.

I have a question, with the distributor cap off should the rotor spin fast or slow when starting the car? Because mine spins slow. Also should the ignition control module be the same if its off of a 1994 vtec my buddy had one that is what i installed when i was still getting the same results?
You can look up both ignition control modules at http://www.hondaautomotiveparts.com/...artsSearch.jsp and compare part numbers.

Hey guys so i went and checked the wires again on the icm, with all four wires disconected i have battery voltage on the ylw/blk and also battery voltage on the blue #1 wire, but no voltage on the ylw/grn and .03v on the blue #2 wire..is this normal to not have voltage on the #2 blue wire and yel/grn wire? thanks for the help
That is correct. The blk/yel wire and the blu1 wire power the coil and should have 12V when the key is at the II position.
The blu2 sends a signal to the tachometer. The yel/grn wire is what the ECU uses to control the ignition control module.
Looking at the distributor from the passenger side of the car, The order of the wires should be from left to right:
1. blk/yel
2. yel/grn
3. blu1
4. blu2
Make sure that you have the two wires lead to the coil on the correct posts. From the same view, the blk/yel should be on the left and the blu wire on the right. You should check that you have 12V on both of those wires as well when the key is in the II position.

You might want to check the yel/grn wire that goes from the ICM to the ECU.
That is what the computer uses to switch on and off the coil via the ICM. The wire goes into pin A21 on the ECU. You may want to check the ECU pin A21 to see if it is loose.
My printed version of the 95 shop manual has better wire routing information. I'll post back with some more details.

Ok I had time to work on the car again today, I checked the yellow green wire to the ecu and seemed fine..I dont know what else to do. Can it be a bad ecm or bad distributor? Those are the only two things I can think of.
Yes i checked the connection at the ecm, I think I was checking the right wire I dont know which connector had pin A21 but I looked at the ylw/grn wire. Is there somewhere I can find a good wiring diagram for the ecm? my book doesnt have that much info for the ecm. Also can the connectors be unplugged while key is in II position so I can check for power?
