Help! Starting problem

Help! Starting problem (Video)
I have a 98 accord v6 coupe. The issue I have is the car will not start on the first try. It doesn't matter the weather outside(hot or cold). If you cycle the key from on to off three times it does start right away. Once the car is running, its runs beautiful no issue at all.
I replaced the fuel pump and strainer.
Battery is new
No CEL
If any one can help me out with this I will try and test anything. I'm not use to honda's, I had a maxima for 6 years and any issue with it, the FSM for it saved my life, I cant find one for the accord 98 v6,
thank you in advance

Just turn the key to the II position and wait for the check engine light to do the bulb check (turns on for about two seconds). Then try to start the car.
Also, what maintenance items are due, like distributor cap, distributor rotor, spark plugs? If plugs are new, what spark plugs did you use?

I have put a new battery in today and new spark plugs(NGK), its still doing it. Cap and rotor was good. Does anyone think the FPR would cause a issue like this?
