You said fuel coming out of the vacuum hose from the FPR to the intake manifold? That shouldn't happen, so it means your FPR has a broken diaphragm & engine is probably flooded. Get a new FPR & let the fuel evaporate from the cylinders.
A long time ago I had a similar problem flooding a car. Spark plugs looked very nice but all the excess fuel had caused them to short internally. If it doesn't start nicely, consider new spark plugs.

Yea I did reuse the 96 fuel injectors.

So does that mean that I would have to use the 98 injectors, or do i just take out the whole fuel rail and put it on the 96 intake.

No, it means you should do either of the following...
1) Use the 96 injectors because your car's wiring includes a resistor box in the circuit to power the injectors.
2) Use the 98-02 injectors but remove that resistor box from the circuit. I'd want to see a 1996 circuit diagram for details of just what to do...
Don't forget to check whether your fuel-pressure regulator is blown out. That vacuum line going to the intake manifold is not supposed to have fuel in it.
