Hello I have an issue with my Honda Accord, the orange light for the heater on my climate control stays on even when my car is off. Due to this My battery keeps draining, My question is do I need to replace the climate control panel ? I tried disconnecting the climate control for the a/c and it did turn off the orange light but then my cooling fans wouldn't turn on and it still drained the battery. I'm assuming I have a parasitic draw on my battery I'm just not sure where exactly it's coming from.

Underneath the first picture are the codes that I get. I'm suspecting P1607 has something to do with this since I've never received that code before.

The P1607 can be related where the PCM is putting the HVAC to sleep. Just to be thorough, you can quickly check the fuses with a test light to make sure there are no blown fuses without having to pull each fuse. Search youtube for some good tutorials.

As a temporary fix, you can use your volt meter to measure voltage across the top pins of each fuse. I put a link below on how to do this test. You can pull that fuse to hopefully prevent your battery from draining as a temporary fix. The fuse(s) drawing current can help narrow down the component(s) drawing current when the car is off. It is possible the P0138 O2 sensor code with high voltage damaged the PCM. You may want to unplug the O2 sensor on the catalytic converter and inspect the wiring for signs of damage where the harness is rubbing against the frame of the car or damaged from the heat of the cataltic converter.

The ultimate fix is to either repair or replace the PCM. If you get a replacment, you'll have to get the keys programmed to start your vehicle. Unless you have a scanner that can do this, you can pay a dealership or by a locksmith for programming. Some locksmiths have mobile services, where they can do this in your driveway.

I don't know if the PCM circuit board has a simple fix of a bad solder joint or blown capacitors/fuses that can be repaired. You would need to have the diagnostic and soldering skills to potentially repair the board or send it off for repairs.
